Took a Galvanized Wire (Gi Wire) and cut it according to the pictures...

Instead of this, you can also use embroidery ring as per your choice...

With cotton threads covered the whole wire...

You can also use some colourful thread too...

Mark on the ring with a permanent marker as shown...

Took four-pieces of thread and make a knot on it.

divided those thread and make 4 knots on the GI Wire on the marking spots as it is shown in those pictures ...

Here I am using a hot glue gun to extended the feather and it is totally optional...

You can use only one feather also...

Adding the feathers on the ring as shown in the picture...
