Ohio State Plate

You can glue different license plates together with various types of epoxy.
Plate Assembly

Once they are glued together you can use a over head projector to mark your lines

This overhead projector will give you the lines you need.
Filling in the Holes

once your initial line is drawn make adjustments accordingly.
Cutting the Outline

Once you've marked your lines you can use metal nibblers, hack saw, and tin snips to cut out along the line
