Programmable Counter Up/Down

This counter can count up or down if it's programmable in Zero in its respective count. It's important that Up pin is connected to Zero and the Down pin to One if you want it counts Up and vice versa.

This counter counts down because it was programed and connected to Zero in its Down pin while its Up pin was connected to One.
